Calculate Your Vehicle's Combined Fuel Economy

Here are the details for trade-in eligibility, as outlined in the final rules released on 7/24/09.

The purchaser's trade-in must be in "drivable condition," and this condition must be confirmed by the dealer operating the trade-in vehicle under its own power on public roads on the date the vehicle is traded in.
The purchaser's trade-in must have been registered to the purchaser for at least one year prior to the sales transaction and the purchaser must provide proof (state registration documents) of this registration.
The purchaser's trade-in must have been continuously insured by the purchaser and the purchaser must provide proof of insurance (insurance cards) covering the trade-in vehicle for a period of at least one year prior to the date of the trade-in.
The purchaser's trade-in must be less than 25 years old. This rule allows the 25-year period to be satisfied provided it falls any time within the month that the vehicle is traded in.
The purchaser's trade-in must have a combined fuel economy of 18 mpg or less.
The purchaser's trade-in must be turned in for scrap. See "Other Rules" below.

Requirements for Voucher Eligibility

For a $3,500 Voucher:

New car must improve on its trade-in's combined fuel economy by at least 4 mpg.
New small light truck must beat its trade-in's combined fuel economy by at least 2 mpg.
New large light truck must improve on a same-class trade-in's combined fuel economy by at least 1 mpg, or it must replace a larger-class light truck from model year 2001 or earlier.
The largest light trucks qualify if their trade-ins are the same size or larger and from model year 2001 or earlier.

For a $4,500 Voucher:

New car must beat its trade-in's combined highway and city fuel economy by at least 10 mpg.
New small light truck must improve on its trade-in's combined fuel economy by at least 5 mpg.
New large light truck must beat its same-class trade-in's combined fuel economy by at least 2 mpg.

Other Rules

One voucher per person, and one voucher per trade-in for vehicles with multiple registered owners.
Qualifying leases must be at least 5 years long.
Vouchers may be combined with other federal, state or local incentives or vouchers.
Vouchers may not offset rebates or discounts offered by dealers or automakers.
Vouchers do not count as income for tax or government assistance purposes.
Dealers may not charge any additional fees to customers who use the vouchers.
Your trade-in will be scrapped. This means that you will not receive a traditional trade-in allowance other than the voucher value.
The rules and regulations require the dealer to collect some information from the purchaser to verify the identity of the purchaser and to confirm no prior participation in the program: individual or entity name; address; and state or corporate identification number (e.g., driver’s license number, state identification number, or corporate tax identification number).
