Here are the details for trade-in eligibility, as outlined in the final rules released on 7/24/09.
  • The purchaser's trade-in must be in "drivable condition," and this condition must be confirmed by the dealer operating the trade-in vehicle under its own power on public roads on the date the vehicle is traded in.
  • The purchaser's trade-in must have been registered to the purchaser for at least one year prior to the sales transaction and the purchaser must provide proof (state registration documents) of this registration.
  • The purchaser's trade-in must have been continuously insured by the purchaser and the purchaser must provide proof of insurance (insurance cards) covering the trade-in vehicle for a period of at least one year prior to the date of the trade-in.
  • The purchaser's trade-in must be less than 25 years old. This rule allows the 25-year period to be satisfied provided it falls any time within the month that the vehicle is traded in.
  • The purchaser's trade-in must have a combined fuel economy of 18 mpg or less.
  • The purchaser's trade-in must be turned in for scrap. See "Other Rules" below.
