Here are the details for trade-in eligibility, as outlined in the final rules released on 7/24/09.
- The purchaser's trade-in must be in "drivable condition," and this condition must be confirmed by the dealer operating the trade-in vehicle under its own power
on public roads on the date the vehicle is traded in.
- The purchaser's trade-in must have been registered to the purchaser for at least one year prior to the sales transaction and the purchaser must provide proof (state registration documents) of this
registration.
- The purchaser's trade-in must have been continuously insured by the purchaser and the purchaser must provide proof of insurance (insurance cards) covering the trade-in vehicle for a period of at least one year prior to the date of the trade-in.
- The purchaser's trade-in must be less than 25 years old. This rule allows the 25-year period to be satisfied provided it falls any time within the month that the vehicle is traded in.
- The purchaser's trade-in must have a combined fuel economy of 18 mpg or less.
- The purchaser's trade-in must be turned in for scrap. See "Other Rules" below.

Here are the details for new car eligibility, as outlined in the final rules released on 7/24/09.
- It must be a new car, truck, or SUV; used vehicles are not eligible.
- Cars must have combined highway and city fuel economy of at least 22 mpg.
- Small light trucks must have combined fuel economy of at least 18 mpg.
- Large light trucks must have combined fuel economy of at least 15 mpg.
- Must have suggested retail price of $45,000 or less.

Requirements for Voucher Eligibility
For a $3,500 Voucher:
- New car must improve on its trade-in's combined fuel economy by at least 4 mpg.
- New small light truck must beat its trade-in's combined fuel economy by at least 2 mpg.
- New large light truck must improve on a same-class trade-in's combined fuel economy by at least 1 mpg, or it must replace a larger-class light truck from model year 2001 or earlier.
- The largest light trucks qualify if their trade-ins are the same size or larger and from model year 2001 or earlier.
For a $4,500 Voucher:
- New car must beat its trade-in's combined highway and city fuel economy by at least 10 mpg.
- New small light truck must improve on its trade-in's combined fuel economy by at least 5 mpg.
- New large light truck must beat its same-class trade-in's combined fuel economy by at least 2 mpg.
Other Rules
- One voucher per person, and one voucher per trade-in for vehicles with multiple registered owners.
- Qualifying leases must be at least 5 years long.
- Vouchers may be combined with other federal, state or local incentives or vouchers.
- Vouchers may not offset rebates or discounts offered by dealers or automakers.
- Vouchers do not count as income for tax or government assistance purposes.
- Dealers may not charge any additional fees to customers who use the vouchers.
- Your trade-in will be scrapped. This means that you will not receive a traditional trade-in allowance other than the voucher value.
- The rules and regulations require the dealer to collect some information from the purchaser to verify the identity of the purchaser and to confirm no prior participation in the program: individual or entity name; address; and state or corporate identification number (e.g., driver’s license number, state identification number, or corporate tax identification number).
